Outlands Patch September 23, 2024
2024-09-23

Outlands Patch August 12, 2024 is an update for Outlands.
This patch introduces craftable Potion Satchels, the Potion Codex, updates to Wizard Satchels and Quivers, rebalances some crafting skills, adjusts ship creature aggro, makes changes to houses, fixes several bugs, and adds new deed graphics.
Potion Satchels
- Players can now craft Potion Satchels using the Tailoring skill under the "Potion Satchels" category.
- Potion Satchels can be crafted using Colored Materials, and they can be of Exceptional Quality and Mastercrafted.
- Players may only place Potions, Bottles, and Potion Kegs into Potion Satchels.
- If a player has a Potion Satchel in their Backpack or Equipped, removing a Potion from a Potion Keg will automatically place it into their Potion Satchel.
- Players can shift-click a Potion Satchel and select "Add All in Backpack" to move all Potions, Bottles, and Potion Kegs on the player into the satchel.
Potion Free Consumption
- If a player uses a Potion that is inside of a Potion Satchel (either in their Backpack or Equipped) there is a chance the potion will not be consumed.
- Players will receive a "Potion satchel used" message if a potion is not consumed when used.
- Applying Poison to a weapon will not qualify for free potion consumption.
- Chances for Potion Satchel Free Consumption are determined based on the following:
- Base: 10% Chance
- Exceptional Quality: +5% Chance
- Mastercrafted: +5% Chance
- Dullhide: +6% Chance
- Shadowhide: +9% Chance
- Copperhide: +12% Chance
- Bronzehide: +15% Chance
- Goldenhide: +18% Chance
- Rosehide: +21% Chance
- Verehide: +24% Chance
- Valehide: +27% Chance
- Avarhide: +30% Chance
Storage Shelves
- Potion Satchels can be added to Storage Shelves.
Potion Codex
- Players can now craft a Potion Codex using the Inscription skill under the Books and Tomes category.
- The Potion Codex is a Blessed item that players can use to improve the effectiveness or utility of their Potions used.
- Players will earn Experience towards their Potion Codex when killing creatures.
- By accumulating experience, players unlock up to a maximum of 20 Points to spend on Upgrades within the codex.
- Players can Reset their Spent Points once every 5 minutes.
Restrictions
- Potion Codexes require 80 Alchemy (printed) to use.
Upgrades
Upgrades for the Potion Codex are as follows:
- Acrid: Chance of resolving Poison Sting on melee attacks with poisoned weapons increased by (10% / 20% / 30%) of normal.
- Bandolier: Reduces potion usage cooldown by (1 / 2 / 3) seconds. Will not work if player is currently Flagged in PvP.
- Elixir: Heal Potions heal an additional (10% / 20% / 30%) divided over the next 3 seconds. Will not work if player is currently Flagged in PvP.
- Freedom: If player has a creature-applied Hinder or Entangle effect in place, the first Total Refresh Potion used every (90 / 60 / 30) seconds will remove those effects.
- Mixed Results: Duration of Strength, Agility, and Magic Resist Potions increased by (100% / 200% / 300%) and player receives (0.5% / 1.0% / 1.5%) Damage Resistance against Creatures for each of those potions active.
- Panacea: If player has any Bleed or Disease effects active, the first Greater Cure Potion used every 30 seconds will reduce the remaining tick damage of those effects by (25% / 50% / 75%).
- Refinement: Player has a (10% / 20% / 30%) chance to not consume a potion when used (resolved separately from Potion Satchels). Will not count when applying Poison Potions. Will not work if player is currently Flagged in PvP.
- Volatile: Explosion Potion damage against Creatures increased by (10% / 20% / 30%) and has a (10% / 20% / 30%) chance to increase its radius against Creatures by 1.
Potions and Potion Kegs
- Potions now weigh 0.04 Stones each (Previous weight was 0.25 stones).
- Potion Kegs now weigh 1 + (Potions Held * 0.04) Stones (Previous filled weight varied based on count * 0.04).
- If a player has a Potion Satchel in their Backpack or Equipped, removing a Potion from a Potion Keg will automatically place it into the Potion Satchel.
- Players can now shift-click Potion Kegs and select "Remove 25" which will remove up to 25 Potions from the Keg.
Wizard Satchels
- Reagents and Scrolls stored in a Wizard's Satchel will no longer count against a player's Item Count (either while in Backpack or Equipped on Paperdoll).
Quivers
Aspects
Eldritch
- Fixed an issue where the Eldritch Aspect Armor "Spell Barrage" bonus was incorrectly only applying if the player had an Eldritch Spellbook equipped.
Shadow
- Fixed an issue where Shadow Aspect Armor's "Backstab Accuracy/Damage/Dmg Resist Bonus (10 sec)" mechanic wouldn't correctly apply its bonuses on attacks after the initial backstab.
Crafting
Inscription
- Material Spellbooks have been rebalanced to require a minimum of 40 Inscription skill to craft for all Resource Types.
- Martial Manuals have been rebalanced to require a minimum of 40 Inscription skill to craft for all Resource Types.
- Players should now have the same chance to craft these items (including exceptional items with colored resources) as they would for weapons from other crafting skills (such as Blacksmithing).
Tailoring
- Cestus and Fistblades have been rebalanced to require a minimum of 40 Tailoring skill to craft (matching handling for weapons from Blacksmithing).
Ships
- Tamed and Summoned Creatures on board Ships will no longer generate the same bonus Aggro that they generate on land (NPC Crewmembers will still generate large amounts of Aggro as normal).
- Players will now be considered to be Flagged in PvP if on board ships and their NPC Crewmembers attack the opposing player (even if the players themselves have not yet attacked each other).
- Players can now use the Swift Reload upgrade even on ships that have a 0.0 second normal reload duration.
Ship Crewmembers / Contracts
- Significantly increased the chance of players seeing Heroic and Legendary Rank Ship Contracts as loot from ocean content.
- Significantly decreased the chance of players seeing Heroic and Legendary Rank Crewmembers appearing as Town Spawns.
Towns
- Fixed an issue where a small section of the middle of the town of Totem wasn't registering as part of the town.
Houses
- The "Demolish House" page of the Housing Menu will now have the "Use Moving Crates" option default to Checked.
- Updated the wording on the Demolish House warning to better inform players what happens to Moving Crates that are not collected within 14 days.
Wooden House Boat
- Fixed an issue where placing a Wooden House Boat would result in the dock location not aligning with the House Boat Door.
Magic Reflect
- Fixed an issue that was preventing the normal 30 second cooldown from applying to the Magic Reflection spell.
Taming Bestiary
- Fixed an issue that was preventing the Feral upgrade from working as intended.
Parry Codex
Mirror Stance
- The Mirror stance for the Parry Codex now has the following description: "Reduces spell damage taken by 7% per rank".
Parry Dagger
- Fixed an issue where Avarite Parry Daggers were not contributing to Effective Parry Skill.
Black Goods
- Significantly increased the chance for Black Goods resulting from PvM Thieving to occur in higher Rarity levels.
Prevalia Trunk
- Fixed an issue where some players had "stuck" entries for Seasonal Flower Vases and Holiday Music Scenes in their Prevalia Trunk.
Time Dungeon
Time Dungeon Satchel
- Players can now craft Time Dungeon Satchels through the Tailoring skill under the "Utility Items" category. (Note: Previous patch notes indicated this satchel was being phased out. This entry re-introduces a craftable version. Assuming this is the current state.)
- Any Time Dungeon Runes or Time Dungeon Relics placed into a Time Dungeon Satchel will not count against the player's Item Count or Max Weight Limits (will function both in the player's backpack or while equipped).
- The Time Dungeon Satchel is Blessed, however any stored Runes / Relics will fall to the player's corpse upon death.
- Players can shift-click and select "Add All in Backpack" to organize all Time Dungeon Runes and Time Dungeon Relics in their backpack into the satchel.
Time Dungeon Runes
Updates have been made to Time Dungeon Runes as follows:
