Outlands Patch June 23, 2023 is an update for Outlands.

This patch introduces the Mid-Sea Event and associated Prevalian Merchant items, expands the Ocean world map, increases dungeon/ship respawn rates, replaces the Special Loot weekly bonus with Faster Respawns, introduces the Sanctuary Dungeon mechanic, overhauls Murderer Penalties, adjusts Damage Resistance cap, rebalances Discordance, Lyric Aspect, Parry Codex, and Summoned Followers, introduces Secondary Weapon Skill bonuses, randomizes Arena Tournament seeding, adjusts Arena ELO drift and adds Streak Balancer, and significantly reworks Factions scoring, silver earnings, handicaps, and introduces Faction Dungeon Score.

Mid-Sea Event

  • Players can participate in a unique Mid-Sea Event starting Saturday June 24th at 11AM ET through Sunday July 2nd at 11:59PM ET.

Spawn Rates

  • Respawns for All Dungeon Creatures are now 25% Faster.
  • Respawns for NPC Ships are now 25% Faster.

Faster Respawn Weekly Server Bonus

  • Replaced "+15% Special Loot Chance" bonus.
  • Increases creature Respawn Rate in the designated Dungeon/Wilderness by 25%.

Sanctuary Dungeon

Concept

  • Each week (during Friday Night Reset), one core dungeon randomly selected as the Sanctuary Dungeon.
  • Becomes a "protected" dungeon where players cannot commit Criminal Actions inside.
  • Trade-off: Loot Drops and Experience earned reduced.

Viewing the Sanctuary Dungeon

  • Listed at top of Region Bonuses menu (via Region Bonus Boards near Banks).
  • Viewable from Donation Maps in houses.

Criminal Actions

  • Players cannot commit any Criminal Actions inside the Sanctuary dungeon.

Loot and Harvest Adjustments

  • Gold values of Creatures/Dungeon Chests (and resulting Loot/Experience) reduced to 50% of normal.
  • Leather Skinning amounts reduced to 50% of normal.
  • Mining not allowed inside.

Murderers and Sanctuary Dungeons

  • Murderers cannot enter the Sanctuary Dungeon.
  • Murderers inside when it becomes Sanctuary are ejected to Corpse Creek.

Society Jobs and Guild Favors

  • No Societies Jobs generated for Sanctuary Dungeon.
  • Guilds cannot activate Guild Favors for Sanctuary Dungeon.
  • Active Guild Favors with >= 50% duration remaining refunded if dungeon becomes Sanctuary.

Bosses/Mini-Bosses and Contested Spawns

  • Contested Boss spawns flag players Orange as normal.
  • Guild-summoned Bosses flag all players in room Orange as normal.
  • Boss Loot halved (like other Sanctuary loot).

Murderers and Penalties

  • Removed existing system scaling fees/restrictions based on dungeon level.
  • New handling:

Murder Fees

  • Base fee for reported murder: 1000 Gold.
  • If victim reports >1 murderer, fee increases by 250 Gold per additional murderer ("Accomplice") beyond the first, for ALL involved murderers.
    • Example: 5 murderers (1 killer + 4 Accomplices) = (1000 + (4 * 250)) = 2000 Gold fee each.

Murderer Region Restrictions

  • If Murderer dies in punishable location (not Grey Zone/PvP event):
    • Region Restriction applied for every region where they committed a murder in the last 60 Minutes.
    • Restriction prevents Aggressive Actions vs Blues and Beneficial Actions vs Reds/Greys in that region.
    • Duration = (30 Minutes + (15 Minutes * Highest Accomplice Count)) based on highest accomplice count from any murder in last 60 mins.

Wilderness

  • Treated as standard "Dungeon" for applying restrictions.
  • Duration for Wilderness restriction always reduced to 50% of normal calculation.
Example
  • Within 60 mins: Solo murder in Pulma, murder with 2 others in Wilderness, murder with 5 others in Ossuary. Player killed in Darkmire.
  • Highest Accomplice Count = 4 (from Ossuary murder).
  • Restriction Duration = (30 + (15 * 4)) = 90 minutes.
  • Applied: 90 min restriction in Pulma & Ossuary. 45 min (90 * 0.5) restriction in Wilderness.

Slaying Murderers

  • When slain Murderer resurrects and pays fees, the killer receives 25% to 50% (randomized) of paid fees as Gold in bank (was flat 33%).

Rebalances

Damage Resistance

  • Players and Tamed/Summoned Creatures capped at max 75% DR (was 80%), unless effect reduces damage to 1 (e.g., Last Stand Parry Finisher).

Discordance

  • Effectiveness scales to (Bard's Printed Discordance Skill / 120) % of normal.
  • If multiple Discordance effects active, uses effect from bard with highest printed Discordance skill.
  • Success chance/duration still use Effective Barding Skill (bonuses apply).
    • Example: 130 Effective Skill, 90 Printed Discordance. Effect = (90/120) = 75% of normal. Normal 25% Discord Damage Dealt becomes 18.75%.

Lyric Aspect Armor

  • Damage Bonus to Barded Targets increased to (6.0% + (2.0% Per Tier Level)).

Parry Codex

  • Parry Finishers now only potentially trigger when player is at 33% Health or lower (was 50%).

Summoned Creatures

Water Elemental / Rag Witch

  • Special Resist (Bleed/Disease) increased to 33%.
  • Spell Siren Tome upgrade max DR +15%, applies to all damage types.

Earth Elemental / Ancient Mummy

  • Special Resist (Bleed/Disease) reduced to 33%.
  • Stonewall Tome upgrade DR increase +2.5%/tick (max +20%), applies to all damage types.
  • Earthpull Tome upgrade max DR +15%, applies to all damage types.

Hit Points

Base HP adjusted:

  • Air Elemental / Skeletal Fiend: Reduced to 400 (was 500).
  • Fire Elemental / Lich: Reduced to 300 (was 400).
  • Water Elemental / Rag Witch: Reduced to 500 (was 600).
  • Earth Elemental / Ancient Mummy: Reduced to 500 (was 600).
  • Energy Vortex / Jackal Spirit: Reduced to 500 (was 600).
  • Daemon / Vampire Thrall: Reduced to 500 (was 600).
  • *(Note: Final HP still scaled by Spirit Speak/Upgrades).*

PvP Mechanics

Secondary Weapon Skills

Having multiple valid weapon skills at 80+ provides bonuses:

PvM Bonuses

  • Valid Skills: Archery, Fencing, Fishing, Macing, Swords, Wrestling.
  • >= 2 Valid Skills at 80+: Can make Hamstring attempts vs creatures.
  • Melee Damage Bonus vs creatures = (25% * (Second Highest Valid Weapon Skill / 100)).

PvP Bonuses

  • Valid Skills: Archery, Fencing, Macing, Swords (Wrestling excluded for PvP bonus).
  • >= 2 Valid Skills at 80+: Can make Hamstring attempts vs players.
  • Supplemental Melee Damage Bonus vs players = (10% * (Second Highest Valid Weapon Skill / 100)).

Arena

Tournaments

  • ELO still tracked, but matches no longer seeded by ELO; pairings now fully randomized.
  • Bye Rounds given to highest Lifetime Tournament ELO player/team without a Bye yet that tournament.

ELO Tracking

  • Weekly check: If no participation in an event type (Solo Duel, Team Duel, Solo Tourney, Team Tourney) for 14+ days, Lifetime ELO for that type drifts 5% towards 800.

Wrestling

  • Unarmed Wrestling swings now count for Hits/Misses stats and Arena Streaks.

Streak Balancer Setting

  • New optional Arena Duel setting (Default ON for Duels/Tournaments).
  • If Miss 3 consecutive swings: subsequent swings gain cumulative +10% Accuracy until a Hit (resets bonus).
  • If Hit 3 consecutive swings: subsequent swings get cumulative -10% Accuracy until a Miss (resets penalty).

Factions

Handicaps

  • Handicap Bonuses (x2 Control Ticks) for Wayposts, Flag Stealing, Purification, Flag Securing removed.

Wayposts

  • Max Faction Score earnable from control increased to 150 (was 100).
  • Earn 1 War Aspect Experience per 3 Faction Score from Waypost Control (requires War Aspect unlocked).
  • Wayposts now Lock for 2 minutes upon reaching 100% Control (even if no faction change).

Flag Stealing

  • Max Faction Score from Flag Stealing progress increased to 150 (was 100).

Flag Purification

  • Max Faction Score from Flag Purification progress increased to 75 (was 50).

Flag Securing

  • Max Faction Score from Escorting Flag Secure increased to 150 (was 75). (Note: Source text slightly ambiguous, likely refers to combined Escort+Secure process score potential).

Player Kills

  • Players died within last 60 seconds are worth 0 Faction Score (was 5 minutes).
  • Score bonus based on Flags Held removed.
  • Baseline Faction Score for kills increased to 100 (was 50).
  • Upgraded Kills (near Waypost/Castle/Dungeon) increased to 200 Faction Score (was 100).
  • Killing Flag Carrier increased to 300 Faction Score (was 250).

Kills to Give

  • Restore 1 KTG per 1 hour (no change specified, likely remains 4 hrs). (Needs confirmation if changed)
  • Restore 1 KTG per 50 Faction Score from Wayposts, Flag Securing, Faction Spawns (no change).
  • Current KTG count now visible on Faction Menu (Page 1) and Faction Hotbar.

Faction Kills (Earning)

  • Cannot earn Faction Score from kills if self at 0 KTG.

Stealing/Picking Up Flags

  • Requires at least 1 KTG to initiate Flag Steal or pick up Dropped Flag.

Flag Dropping

  • Any faction can now pick up any Dropped Flag and attempt Secure (Waypost control no longer required for pickup).
  • Must still Purify dropped flags before Securing.
  • Still limited to carrying max 1 flag at a time.

Flag Control Bonuses

  • Each Secured Flag grants bonuses while inside the Faction Dungeon:
    • +5% Damage to Creatures
    • +5% Gold and Loot Chances on Creatures
    • +5% Faction Score from Faction Spawns

Faction Spawns

  • Chance moderately increased in Faction Dungeons.
  • Faction Score value reduced to 20% of Gold Value (was 33%).

Faction Dungeon Score

  • Score from Faction Spawns no longer added directly to main Faction Score.
  • Tracked separately as "Faction Dungeon Score" during the week.
  • During Tabula Rasa:
    • Faction Dungeon Score capped at max (2 * Current Faction Score).
    • Capped Dungeon Score added to Current Score = Total Faction Score for weekly rewards/Last Week Score display.
    • Example: 4k Current Score + 10k Dungeon Score -> Dungeon capped at 8k -> Total Score = 4k + 8k = 12k.

Faction Silver

  • No longer based on Rank % within own Faction.
  • Now earned based on Total Faction Score (from Tabula Rasa calculation) using progressive thresholds:
    • 0 - 5,000 Score: 1 Silver per 1 Score
    • 5,001 - 10,000 Score: 0.75 Silver per 1 Score
    • 10,001 - 15,000 Score: 0.50 Silver per 1 Score
    • 15,001+ Score: 0.25 Silver per 1 Score
  • Example: 16k Total Score = (5k*1) + (5k*0.75) + (5k*0.5) + (1k*0.25) = 11,500 base Silver.

Faction Control Rank and Faction Silver Bonuses

  • Weekly Faction Control Rank determined by cumulative Waypost/Flag control (replaces "Last Week Tally" purpose).
  • Adjusts Faction Silver earned:
    • 1st Place Rank: +15% Silver
    • 2nd Place Rank: +10% Silver
    • 3rd Place Rank: +5% Silver
    • 4th Place Rank: No Bonus
  • View Last Week Rank/Bonus on Faction Menu Page 3.
  • Example: 12k base Silver earned, Faction ranked 2nd = 12k * 1.10 = 13,200 Silver received.

Faction Silver Maximum

  • Capped at earning max 20,000 Faction Silver per week (bonuses cannot exceed cap).
