Players who commit criminal actions by healing a grey or red player or creature will now receive a notification informing them of their criminal act. While a player has an active criminal timer, they will always flag as grey, even to their own guild members.

Previously, dying would immediately clear a player's criminal flag, but now, players must wait the full two-minute duration for the flag to expire. This change addresses several notoriety and flagging issues. Additionally, when a player commits a criminal action, the system will now specify the victim, such as: "You have committed a criminal act! (corpse looting on Luthius)"

To prevent excessive system message spam, if a player is already criminal, they will not receive additional notifications for subsequent criminal actions until their criminal timer expires.
